Myanmar-Korea Bilateral Coopeartion
Commencement of Diplomatic Relations
1. Diplomatic relations between Myanmar and Korea has been established since 19 May 1975 and bilateral state visits have promoted the existing friendship between two countries.
Development Grant Aid and Assistance
2. The Republic of Korea is providing Official Development Assistance-ODA grant through Korea International Cooperation Agency (KOICA) under MOFA and respective ministries of Korea.
Cooperation with Korea International Cooperation Agency (KOICA)
3. KOICA Myanmar office in Yangon, opened in 2001 has been providing ODA and technical assistance, mainly for the five sectors: Agriculture and Rural Development, Infrastructure Development, Economic and Governance Administration, Human Resource Development and Education sectors, and provided USD 126.5 million as Grant Aid for development between 2011 and 2018. For the year 2019 and 2020, the related ministries are implementing (5) Projects in cooperation with KOICA.
Establishing Myanmar Development Institute (MDI)
4. In order to set up short and long term economic strategy, analyze and formulate policies and plans, and conduct the necessary researchs, projects, training, sharing knowledge and consultation matters, Myanmar Development Institute - MDI was jointly established by the Ministry of Planning, Finance and Industry and KOICA in 2014 with the USD (20) million funding by Korea.
Technical Assistance
5. Republic of Korea is also providing scholarship awards, dispatching World Friends Advisor - WFA and World Friends KOICA (WFK-Volunteers) to government ministries of Myanmar between 2011 and 2019. 1021 delegates attended the Seminars in Korea under KOICA Program.
KOICA World Friends Korea Volunteers
6. KOICA dispatched World Friends Korea (WFK) Volunteers, the Line Ministries received 259 WFK Volunteers since 1998 to 2018 and 19 WFK Volunteers, 31 Project Volunteers, 1 WFK Advisor and 10 Korea University Council for Social Service - KUCSS Volunteers in 2019 respectively. In 2020, Ministry of Religious Affairs and Culture received 1 WFK Volunteer and Ministry of Education received 5 WFK Volunteers.
Knowledge Sharing Program (KSP)
7. Memorandum of Understanding (MOU) on the Knowledge Sharing Program between the Ministry of Strategy and Finance of the Republic of Korea and the Ministry of Planning, Finance and Industry of the Republic of the Union of Myanmar was signed by Director General of FERD and Director General of MOEF of Korea on 30 October 2017.
8. Since 2011, Korea has provided KSP programs through Korea Development Institute (KDI) and Korea Eximbank. (13) Projects had been implemented until 2020.
Economic Innovation Partnership Program (EIPP)
9. To support the Partner Country’s Economic Development and the effectiveness of ongoing KSP Program, the MOU on Economic Innovation Partnership Program (EIPP) was signed in September 2019 by Director General of FERD and Director General of International Economic Affairs Bureau under the Ministry of Economy and Finance of Korea. Under EIPP, around (5) Policy Consultation Projects are prioritsed and selected yearly since 2020.
Framework Arrangement concerning USD 500 million Cooperation of Economic Development Cooperation Fund - EDCF loan (2014-2017)
10. Korea Eximbank under Ministry of Economy and Finance (MOEF) has provided Economic Development Cooperation Fund (EDCF) loan to Myanmar. Korea pledged to provide EDCF Loan USD 500 million for infrastructure improvement for socio-economic development in Myanmar (2014-2017) at the 1st meeting of Myanmar-Korea Economic Cooperation Joint Committee which was held on 19 June 2013, and Framework Arrangement (FA) was signed by Deputy Minister for Ministry of Planning, Finance and Industry and the Ambassador of the Republic of Korea on 24 July 2014.
11. Under the Framework Arrangement (2014-2017) there are 5 projects propsoded by three ministires. Myanmar IT Infra-Network Expansion Project (USD 55.87 million) and Purchasing 100 Coaches Project (USD 45 million) were implemented by Ministry of Transport and Communications. The 500 KV Taungoo-Kamanat Transmission Line Project (USD 100 million) of Ministry of Electricity and Energy, Twentee Cannel Project (USD 61.30 million) of Ministry of Transport and Communications, and Korea - Myanmar Friendship Bridge (Dala) Project (USD 137.83 million) of Ministry of Construction are under implementation.
5th ROK- Myanmar ODA Policy Dialogues
12. ROK- Myanmar ODA Policy Dialogue meetings were held since 2012 in order to implement the ODA projects effectively in Myanmar. The 5th ROK- Myanmar ODA Policy Dialogue held on 27 November 2018 was led by Deputy Minister for Ministry of Planning, Finance and Industry and Director General for Development Finance Bureau, MOEF of Korea and discussed on the KOICA grant projects and the matters for signing EDCF loan USD (1,000) million Framework Arrangement (FA).
Framework Arrangement concerning USD 1000 million Economic Development Cooperation Fund-EDCF loan (2018-2022)
13. Framework Arrangement between the Government of the Republic of Korea and the Government of the Republic of the Union of Myanmar concerning EDCF loan USD (1000) million (2018 -2022) was signed by the Union Minister for Investment and Foreign Economic Relations and Union Minister for Foreign Affairs of Republic of Korea on 3 September 2019.
14. Under the Framework Arrangement, there are (11) Projects proposed by Ministry of Agriculture, Livestock and Irrigation, Ministry of Electricity and Energy, Ministry of Transport and Communications and Ministry of Construction.
15. With the approval of Parliament which held on 18 December 2018, Loan Agreeement for e-Government Integrated Data Center (e- GIDC) Project (USD 93.779 million) implemented by Ministry of Transport and Communications was signed in September 2019 , and with the approval of Parliament which held on 6 September 2018, Provision of Outside Infrastructure (Power, Water, Road) for Korea-Myanmar Industrial Complex Project (USD 61.816) million by Ministry of Construction was signed in September 2019 and the projects are still under implementation.
16. Because of changing bridge design, the additional loan USD 20 million for Korea - Myanmar Friendship Bridge (Dala) Project, which is being implemented by Ministry of Construction with EDCF loan valued at USD 137.83 million under Framework Arrangement regarding EDCF Loan USD (500) million (2014-2017), will be provided under Framework Arrangement regarding EDCF Loan USD (1000) million.
