      At the invitation of the China International Development Cooperation Agency (CIDCA), Dr. Kan Zaw, Union Minister for Investment and Foreign Economic Relations, and party attended the Third China-Indian Ocean Region Forum on Blue Economy Development Cooperation from December 15 to 17, 2024, in Kunming, People's Republic of China.

     During the trip, the Union Minister and the party met with the Chairman of CIDCA H.E. Mr. Luo Zhaohui on the morning of December 15, 2024, and discussed matters on enhancing development cooperation between Myanmar and China. The meeting was also attended by the Consul- General and the representative from the Consulate General of Myanmar in Kunming.

       Moreover, the Memorandum of Understanding between the Ministry of Investment and Foreign Economic Relations of Myanmar and China International Development Cooperation Agency on Promoting the Project of Photovoltaic Power Plants) was signed by the Union Minister of Investment and Foreign Economic Relations of Myanmar and the Chairman of China International Development Cooperation Agency.

       The Union Minister and his party attended the International Government-Private Business Dialogue held on the afternoon of December 15, 2024, where the topics relating to cooperation on ocean-based connectivity infrastructure, digital empowerment for the blue economy, and cultural exchange promoting marine tourism were discussed. Following this, the Union Minister also attended a welcome banquet in the evening.

   On the morning of December 16, 2024, the group meeting was held between the high-level delegates attending the Third China-Indian Ocean Region Forum on Blue Economy Development Cooperation, including Union Minister of MIFER and Chinese Government officials led by H.E. Mr. Wang Yong, Vice Chairman of National Committee of Chinese People’s Political Consultative Conference (CPPCC). Subsequently, the Union Minister and party attended the opening ceremony of the Third China-Indian Ocean Region Forum on Blue Economy Development Cooperation, which was held with the theme of Future of the Blue Indian Ocean—Development Practice of the Global South.

      The forum was attended by over 300 participants, including high-level officials of the government of the People's Republic of China, local government members, high-level representatives from financial institutions and organizations, 27 countries in the Indian Ocean Region, and 24 international organizations related to blue economy development.

      Following the opening ceremony, the Union Minister and party participated in the thematic discussion on the theme of The Ocean Decade of the United Nations in the Context of the Global Development Initiative on the Global Development Initiative.

       On the afternoon of December 16, 2024, the Union Minister addressed the speech at the round table held under the theme of Promoting Ocean Climate Change Governance and Contributing to the Implementation of the Paris Agreement. Afterwards, the Union Minister participated in the closing ceremony of the Forum.

   Union Minister Dr. Kan Zaw of MIFER and party arrived back in Yangon by flight on the afternoon of December 17, 2024. The officials from the Ministry of Investment and Foreign Economic Relations and Economic and Commercial Counsellor of the Chinese Embassy to Myanmar, Mr. Ouyang Daobing, welcomed back the Union Minister and party at the Yangon International Airport.
