Myanmar delegation led by H.E. Dr. Wah Wah Maung, Eminent Person (EP) of Myanmar and Deputy Minister for Investment and Foreign Economic Relations attended the 11th Meeting of the High-Level Task Force on ASEAN Community’s Post-2025 Vision (HLTF-ACV), which was held in Jakarta, Indonesia, on 10-11 October 2023. Deputy Director-General U Zaw Zaw Soe and official from the Department of ASEAN Affairs of the Ministry of Foreign Affairs also joined the meeting.
The meeting was co-chaired by Mr. Dian Triansyah Djani, Eminent Person (EP) of Indonesia and Special Advisor to the Minister for Foreign Affairs on Priority Programmes, as the ASEAN Chair and Mr. Dato Zainuddin Yahya, Eminent Person (EP) of Malaysia and Former Malaysian Ambassador, as the permanent shepherd Member State. The meeting was attended by approximately 70 representatives of Eminent Persons, High-Level Representatives and officials from ASEAN Member States and Timor-Leste as an observer, as well as Secretary-General of ASEAN and officials from the ASEAN Secretariat. The meeting discussed on the progress of the ASEAN Community Vision 2045 which was submitted to the 34th ASEAN Coordination Council (ACC) and adopted by the 43rd ASEAN Summit, templates of the Strategic Plans and Work Plan of the HLTF-ACV.
The Deputy Minister expressed her satisfaction on the finalization of the ASEAN Community Vision 2045 at the 10th HLTF-ACV meeting and informed the meeting that Myanmar will cooperate with ASEAN in formulating the Attendant Documents/ Strategic Plans. The Deputy Minister updated the meeting that Myanmar organized two National Coordination Meetings among relevant Ministries of three pillars to discuss the future directions and to synergize the national work plans with ASEAN strategic plans. Moreover, the Deputy Minister stressed that Strategic Plans of the ASEAN Community Vision 2045 should be comprehensively designed with implementable actions to bring about maximum benefits for the peoples of ASEAN, and highlighted that action lines for narrowing down the development gap should be included as priority in each Strategic Plan of the ASEAN Community Vision 2045.
At the meeting, the draft formats and templates of Strategic Plans were presented by the ASEAN Secretariat and the HLTF-ACV exchanged views on each template stressing that the formats of Strategic Plans should be intertwined among Community Pillars in order to realize the ASEAN Community Vision 2045. In this connection, the matters on the division of labor to handle cross-cutting issues under the three pillars, the identification of Lead Implementing ASEAN Bodies are comprehensively discussed in order to effectively implement the action lines of each strategic plan. In drafting the Strategic Action Lines, it is important to engage with relevant ASEAN stakeholders for their suggestions and inputs and to maintain core values of ASEAN Centrality, ASEAN Unity, norms and principles mentioned in the ASEAN Community Vision 2045 to reflect the theme of “Resilient, Innovative, Dynamic and People-Centred ASEAN”.
The High-Level Task Force on ASEAN Community’s Post-2025 Vision (HLTF-ACV) will review and discuss the Strategic Plans on the ASEAN Political-Security Community (APSC), the ASEAN Economic Community (AEC), the ASEAN Socio-Cultural Community (ASCC) and the ASEAN Connectivity Coordinating Committee (ACCC) drafted by each ASEASN Community Pillar, and those Strategic Plans are intended to submit to the ASEAN Summit which will be held in the first quarter of 2025 for adoption.
